1. Activate a squadron that has range.
2. Activate a squadron that will die this round.
3. Activate a squadron that can take a licking.
4. Activate a squadron that can block another squadron that has not already activated.
5. Activate a squadron that can block another squadron from being targeted.
Rules of target priority:
1. Target a squadron that will claim victory objective.
2. Target a squadron that has not activate yet.
3. Target a squadron that will be boarded or rocketed by a later activation.
4. Target the central model of a squadron.
5. Target an activated or broken squadron last.
